Is it possible to obtain a residence permit without living in another country?
You will still need to come at least once.
Let's be clear: most countries have very specific residency requirements. If you don't reside in the country for at least six months out of the year, your document can be revoked. The government's reasoning is clear: why do you need a residence permit if you don't live in the country?
This line of argument is followed in many places, but not everywhere.

In Spain The right of relocators not to actually reside in the country has been confirmed by a series of court hearings. And yes, in Spain, you can have a residence permit without actually living in the country. You won't receive permanent residence, but you can renew your residence permit without restrictions. Between renewals, you can enjoy all the benefits of full EU residency.
In Serbia Following the recent easing of legislation, the requirements for actual residence in the country under a temporary residence permit have also been relaxed. To obtain permanent residency, you will have to live there. However, if you don't plan to obtain permanent residency, you can remain in the country for a much shorter period. In this case, your residence permit will not be revoked.
In Kyrgyzstan You can get a six-month "voucher" without any obligations and use it as proof of registration in another country. Living there is, of course, not required.
In Armenia Local registration (stamped in your passport) is often considered proof of residence in another country and allows you to use foreign services and facilities without actually moving.
What is the result?
These are far from all the countries that allow you to use a residence permit without residency. But even these are more than enough to achieve any of your goals. Visa-free travel throughout Europe, travel wherever you please, open European bank accounts, and use foreign brokerage services. In other words, you won't feel any constraints whatsoever from the current global situation.
