We're often asked, "Is it possible to obtain a residence permit in a foreign country without actually living there?" At first glance, such a request for a residence permit without residency seems counterintuitive. Why obtain a residence permit in another country if you don't plan to live there?
There are three main answers to this question.
First , a large number of services, exchanges, and commercial organizations currently require residency outside of the Russian Federation/Belarus and some geopolitically unstable regions.
With a foreign residence permit, you can prove your residence outside of these regions. A residence permit is a document issued by an officially recognized government, and it is accepted as proof of residence by almost all companies with "regional specifics."
A small subtlety is that a residence permit and actual residence are completely different things.
The second is using the host country's government services. You may want to open a bank account, undergo a medical examination, or take advantage of other government services. These, of course, are mostly available only to residents of the country.
The third option is to use a residence permit as a visa. While this isn't entirely practical, a residence permit from any Schengen country allows for effective residence throughout Europe without any real restrictions. Except, of course, for the residence permit's validity period.
The same, albeit on a smaller scale, applies to residence permits in non-aligned countries. You can travel there at any time, for an unlimited period. An excellent choice for long-term tourists or property owners.
At the same time, many people want to live in their own home without moving anywhere.
Is it possible to obtain a residence permit without living in another country?
You will still need to come at least once.
Let's be clear: most countries have very specific residency requirements. If you don't reside in the country for at least six months out of the year, your document can be revoked. The government's reasoning is clear: why do you need a residence permit if you don't live in the country?
This line of argument is followed in many places, but not everywhere.
In Spain, the right of relocators not to actually reside in the country has been confirmed by a series of court hearings. And yes, in Spain, you can have a residence permit without actually living in the country. You won't receive permanent residency, but you can renew your residence permit without restrictions. Between renewals, you can enjoy all the benefits of full EU residency.
In Serbia, following the recent relaxation of legislation, the requirements for actual residence in the country for temporary residence permits have also been relaxed. To obtain permanent residence, you will have to live there. However, if you don't plan to obtain permanent residence, you can stay in the country for a much shorter period. In this case, your residence permit will not be revoked.
In Kyrgyzstan , you can get a six-month "voucher" without any obligations and use it as proof of registration in another country. Living there is, of course, not required.
In Armenia, local registration (stamped in a passport) is often considered proof of residence in another country and allows access to foreign services without actually moving.
What is the result?
These are far from all the countries that allow you to use a residence permit without residency. But even these are more than enough to achieve any of your goals. Visa-free travel throughout Europe, travel wherever you please, open European bank accounts, and use foreign brokerage services. In other words, you won't feel any constraints whatsoever from the current global situation.
